This resolution affirms the constitutional rights of all people to engage in boycott activity against an entity when they have conscientious concerns with the entity’s policies or actions. It states that Missouri shall not punish individuals by denying them a state contract for exercising their constitutional right to boycott. The resolution states that “criticism of a nation by individuals, including as a nonviolent citizens’ boycott, does not constitute bigotry against the citizens of that nation.”

This anti-boycott bill prohibits state contracts with companies, including non-profits, unless the company signs a written certification that it is not and will not for the duration of the contract engage in a boycott of the state of Israel. This prohibition does not include contracts with a total potential value of less than $100,000 or with companies that have fewer than 10 employees. The relevant provisions targeting boycotts for Palestinian rights were added in a committee substitute for the original, unrelated bill.

HB 371 is an antisemitism redefinition bill that directs public K-20 educational institutions to apply a distorted definition of antisemitism when addressing discrimination claims. The definition includes the following as examples of antisemitism: “[a]pplying double standards to the State of Israel by requiring of it behavior not expected or demanded of any other democratic nation,” “work of a multilateral organization investigating Israel for peace or human rights violations, and “[d]enying the Jewish people their right to self determination and denying Israel the right to exist.” Related Bills: HB 741, SB 1272, HB 839.
